The State of Delaware needed to replace the existing Division of Motor Vehicles facility in Georgetown Delaware, to make it more user friendly for both the public and employees. VanDemark & Lynch, Inc., the site designer of record for the Wilmington DMV facility, which was a prototype facility, worked with the Wilmington facility Architect, ABHA, Inc., to adapt the design for the Georgetown site.
The new facility accommodates new equipment providing a thorough inspection of vehicles, while reducing the time vehicle owners wait in line, and provides all DMV Department functions.
VanDemark & Lynch provided planning, surveying, and civil engineering, including topographic and property surveys, design for sanitary sewer, and water lines, access road improvements, parking lots, sidewalks, handicapped accessways, and other site features. We prepared technical specifications, and the required record and construction plans in accordance with Sussex County and State regulations.
The project design was complicated by a small site, which we helped expand onto an adjacent property, poor drainage in a constricted and flooded tax ditch, for which we facilitated improvements, and phasing required to maintain existing operations during construction. Parking lots were created for employees and visitors, designed to accommodate inexperienced drivers, especially those driving recreational vehicles. One parking area also doubles as a motorcycle training area during off hours. Additional areas were provided to allow testing for both standard and commercial drivers licensing. Drive-thru lanes were provided to allow remote renewals of vehicle registrations. Stormwater quality and quantity management were provided through the design of the first micro-basin retention pond in the State of Delaware, along with two bio-retention basins.
